Seong-Cheol was born in South Korea and raised in Calgary. He receiving his International Baccalaureate Diploma in 1992, and went on to obtain his Bachelors of Science in Biochemistry from the University of Calgary in 1997. After five years of basic cancer research, including the purification and characterization of the human protein DNA-PK and ATM, Seong-Cheol returned to school to obtain his Juris Doctorate from Gonzaga University, School of Law. He was called to the Washington State Bar in 2004.
Seong-Cheol is a member of the Washington State Bar (2006), and a member of the American Bar Association.
